New Gun Licensing Policy in Jerusalem
Itamar Ben Gvir, the Israeli Minister of National Security, has authorized residents of 41 Jewish neighborhoods in Jerusalem to apply for gun licenses. This significant policy change allows approximately 300,000 Jewish residents to seek permits, expanding eligibility beyond the previous restrictions that only permitted those living near the separation wall to carry firearms.
Since Ben Gvir took office in December 2022, more than 240,000 Israeli civilians have obtained gun licenses. As of November 2025, over 330,000 Israelis held a gun license, reflecting a notable increase in civilian firearm ownership during his tenure.

In light of rising violence, including a reported 33 percent increase in family-related killings since he took office, the policy aims to empower residents to protect themselves. Since October 7, 2023, 53 women have been murdered by family members, raising concerns about domestic violence.
Furthermore, 99 percent of applicants now pass their shooting tests, a statistic attributed in part to the implementation of phone interviews. However, the Israel Police launched an investigation in 2023 into allegations of illegal gun license approvals by Ben Gvir’s office, raising questions about the integrity of the licensing process.
