The Pradhan Mantri Awas Yojana (PMAY) aims to provide affordable housing to the economically weaker sections across India. In Jammu and Kashmir, the initiative has seen remarkable progress, with more than 31,000 houses completed under the PMAY-Urban scheme. Additionally, 99 percent of sanctioned rural houses under the PMAY-Gramin have been constructed, showcasing the government’s commitment to housing.

As of now, 39,153 houses were sanctioned under PMAY-Urban Mission 1.0, with 31,173 already completed. Under PMAY-Urban 2.0, over 2.12 lakh applications have been received, and 2,120 houses have been approved, indicating a robust response from the community.

In terms of financial support, the government has released financial assistance amounting to Rs 54,231.37 lakh to beneficiaries at various stages of construction under PMAY-Urban. Furthermore, 3,432 beneficiaries have availed subsidies totaling Rs 1,082.36 lakh under the Credit Linked Subsidy Scheme (CLSS).

Despite these achievements, delays in construction have been reported, primarily linked to beneficiary constraints and rising material costs. Observers note that the nature of the Beneficiary Led Construction (BLC) model, where beneficiaries themselves carry out the construction, contributes to these delays.

To mitigate funding gaps and expedite construction, the administration has introduced an interest-free loan facility of INR 2 lakh per beneficiary through J&K Bank. This initiative aims to alleviate financial burdens and encourage timely project completion.

Verification committees have been constituted at multiple levels to expedite scrutiny and approvals, ensuring that the scheme is implemented in a time-bound manner. Dedicated verification teams have also been deployed to accelerate the implementation of the scheme.

It is important to note that clear land ownership remains a mandatory condition under both PMAY-Urban and PMAY-Gramin to avoid future disputes. This requirement is crucial for maintaining transparency and accountability in the housing projects.
