IMPHAL: Prime Minister Narendra Modi and Union dwelling minister Amit Shah addressed separate ballot rallies in Thoubal, the house district of Congress strongman and former chief minister Okram Ibobi Singh, on Tuesday, a couple of days forward of the second part of meeting elections in Manipur.
